God is able to give us the ability to speak His Word as long as we enriched our hearts and mind with the knowledge of Him.
For what's in the heart the mouth speaks... Let us void our hearts with the junks of this world and fill it with God's Word.

Psalm 95:1-2 KJV

This speaks of a celebration. Celebration of the Presence of God whenever we come to Him in worship. God draws near to us if we draw near to Him, therefore let's celebrate whenever we encounter His presence.
